Follow-up Comment #1:

If you have downloaded the tarball then you don't need to fetch it over the
web with the '-forge' option.

You're probably also better off doing this interactively.


octave --no-window-system
pkg install symbolic-2.6.0.tar.gz


Note, you do not need to untar the source, nor should you be in the source
directory when executing the commands.
