Follow-up Comment #2:
The problem is that ishghandle.m has been removed from the development
version, but is still present from a previous installation of Octave.
Completely uninstall Octave, and remove the directory
C:\Octave\OCTAVE~1.0_\
Re-install your development version of Octave and it should be fine.
The clue is the shadowed function warning. Make sure you don't see that.
