Follow-up Comment #9, bug #52699 (project octave):
I added tests for emitting an error if a function parameter is declared
persistent here http://hg.savannah.gnu.org/hgweb/octave/rev/2dc926274bce.
These are part of the fixed tests in the test/ directory.
I tried the equivalent with global (declaring the input or output of a
function global) and there is no warning in Octave. Should we at least warn
about that as Matlab does?
