https://savannah.gnu.org/support/download.php?file_id=41245 | patch -p1

wget --no-check-certificate -O-
https://savannah.gnu.org/support/download.php?file_id=34805 | patch -p1

cd src

autoconf

cd ../..

tar czvf communications-1.2.1.tar.gz communications-1.2.1


And then from octave:

pkg install communications-1.2.1.tar.gz
