Everything compiled. Plus I learned how to properly apply patches. 

I think the communications-1.2.1.tar.gz should be submitted as a patch.

Something like communications-1.2.1_patch.tar.gz so other users can download
it and install the package. If this is not the correct octave procedure. 

Then I think you can copy your last comment and post it on the other bugs.

Since this fixed my problem of installing the package. This bug can be closed.
