This is a duplicate of bug #48191.  This was fixed in mid-2016.  I notice that
the release you are using is 4.0.3 which is deprecated and no longer
supported.  Please try a newer version of Octave.

@Dan: If you want to file a separate bug report about which logos are used for
plot windows versus the main window versus dock widgets you can do so.
