Follow-up Comment #6, bug #52797 (project octave):

I have attached a patch that might add a title bar in KDE (I have no system
for testing). It is essentially the same approach as tested in bug #44692 with
the small but significant change that the flag Qt::CustomizeWindowHint was
missing previously. It is required for being able to manually add decorations
via Qt::WindowTitleHint etc.
