I think the Manual is getting significantly better, and all of this has
happened rather recently with a few people taking an interest in proofreading
it and improving the formatting.
The license file you attached is for the Affero GPL v3
(https://www.gnu.org/licenses/gpl-faq.html#SeparateAffero) and all of Octave
is currently under just GPL v3. I don't think we can re-license what people
have already contributed.
However, this did get me to look at the license header we use for each file
and I see that we are still using GPL v2 syntax (although the files all say v3
and that is what counts). I've written an e-mail to the Maintainer's list
about that.
I don't think I have bars around the drawings in the manual anymore. Could
you do a screen capture to show what you mean?
