Follow-up Comment #7, bug #52775 (project octave):
TEXINFO_TEX seems to be the pertinent autoconf variable:

After configuration I'm seeing:
linux build1 # grep TEXINFO_TEX * -s
Makefile:TEXINFO_TEX = $(top_srcdir)/build-aux/texinfo.tex
Makefile:am__TEXINFO_TEX_DIR = $(top_srcdir)/build-aux
What are you seeing?
