Ah, okay. The sortas is still important for HTML so we can't do without
that.
Can you run with
make -j1 V=1
so there is a full explanation of the commands you are running?
I notice that with V=0 I get
MAKEINFO doc/interpreter/octave.info
TEXI2DVI doc/interpreter/octave.dvi
MAKEINFO doc/interpreter/octave.html/.octave-html-stamp
DVIPS doc/interpreter/octave.ps
TEXI2PDF doc/interpreter/octave.pdf
It is possible that MAKEINFO responds to a different environment variable than
TEXI2DVI or TEXI2PDF and that you are not picking up the macros that
TEXINFO_TEX is specifying.
