Follow-up Comment #19, bug #52775 (project octave):
Yeah, I found the same. Adding TEXINPUTS to the html rule might help here. The
Automake built-in rule for building html info docs also do not contain
TEXINPUTS. Maybe the Automake maintainers think that texinfo.tex is only
required for correct appearance of printed output formats (PDF and PS).
