Follow-up Comment #58, bug #49118 (project octave):

I removed some of the C++ "wrappers" from "lo-sysdep" and moved the
conversions and function calls inside the C wrappers.
Is it ok for the C conversion functions "u8_to_wchar" and "u8_from_wchar" to
reside in "uniconv-wrappers.c"?
Please, let me know if that or anything else needs to change.
