This belongs in the windows package, not for core Octave as this is specific
for one (proprietary family) of operating systems.

AFAIK that package contains it. See this commit:

I suppose you'd have to wait for a new windows package release, or you can try
to build it yourself.

Closing as fixed (as this has been implemented already)
