Details:

The README file installed by MXE Octave still references 4.2.  The version
should be updated and the description of what is new should change as well. 
Also, where the text references "2 versions" of the BLAS library the number
"2" should be written out as "two".  This is the general convention for
numbers in English in the range 0-9.
