Follow-up Comment #2, bug #54340 (project octave):
Here are a couple related recent bugs, both of which have been fixed by
January 2018 and were merged into 4.4.0 on
24882 (4e5d39c1b680) merge default to stable in preparation for upcoming 4.4
release

I would imagine these should have made it into the version you are testing,
but the fixes were probably aimed at linux, not Windows.
