Follow-up Comment #2, bug #54522 (project octave):
I think wiki.octave.org has a valid certificate from Let's Encrypt.
I'm not sure why, but the one for bugs.octave.org was expired. I updated
through the hosting services configuration tool and the https address seems to
be working for me now.
