I have pushed changeset
http://hg.savannah.gnu.org/hgweb/octave/rev/507cee1b684e
which moves all initial preferences for the file browser from the preferences
file into constant definitions within the gui code. This fixes the issue on
Ubuntu for me. The width after adding other columns is okay now and can be
adapted with the mouse.
