Follow-up Comment #1:
Octave itself doesn't call RegGetValue. That error is probably caused by the
NSIS installer or another tool we call during installation.
Does the installer start at all? Or do you see this error immediately when
starting the installer?
As a workaround, you might try and use the 7z or zip version.
