Follow-up Comment #5, bug #54743 (project octave):

I believe the OP was making the point that io 2.4.8 does install, but 2.4.9
was the first version that does not install, up to and including the current
version 2.4.11. 2.4.9 was the first to include a configure script. And that's
obviously where the install is dying here. The config.log file might be
helpful.
