Follow-up Comment #4, bug #55048 (project octave):

Ah OK I was a little confused by (in comment #1)
>  _ on all sides and corners of the undocked variable pane_

The subpane has just two buttons (Dock & Close), see attached pic, and they do
work.
Dan commented (in that bug report discussion I referred to) that VE subpanes
lack window decorations, which to me looks like an accurate observation.
