Follow-up Comment #5:
On my Debian system, running in the en-US.UTF-8 locale, the original example
now works for me with Octave 5. The output .tex file contains the correct
UTF-8 characters, and pdflatex produces the correct pdf with no errors or
warnings. I do not need to insert any '\usepackage' directives into the file.
If there are still cases where this doesn't work, please comment and this can
be reopened.
