Follow-up Comment #20, bug #36677 (project octave):

If a file name string is "file:foo.txt", is the intention that that is

* a relative file named "file:foo.txt"?
* a file URI specifying a relative file named "foo.txt"?
* an invalid file URI?

I see lots of conflicting information over whether at least one slash is
required after "file:" for it to be interpreted as a URI scheme, and whether
it is legal to represent relative file names with "file:" or not.
