Follow-up Comment #22, bug #36677 (project octave):
Yeah, I tend to agree, I don't think this function should be heuristically
deciding that a file name looks like a URL or not. I think that
'make_absolute_filename("file:///asdf")' should probably return the same as
'fullfile(pwd, "file:///asdf")'.
