Follow-up Comment #6, bug #55822 (project octave):
I took a look at the patch. If $XDG_CONFIG_HOME is defined, we should use
'$XDG_CONFIG_HOME/octave' path even if it does not exist, and not fallback to
'~/.config/octave'
Also related, there is XDG_CONFIG_DIRS to find system wide settings (which
defaults to /etc/xdg/)
