Follow-up Comment #9, bug #55855 (project octave):
When changing the configuration file location, there should be the choice for
the user to copy the existing file from the old location to the new location.
Should this always be asked when the new location does not exist (and the old
one does) or only if the new file does not exists and XDG_CONFIG_HOME is not
set?
