Re-opening for the one minor regression.

This code does work


h = figure ();
set (h, "toolbar", "none");


So there is only a problem when the figure property is set during the
construction of the figure object.  Note that the property is correctly set.


h = figure ("toolbar", "none")
get (h, "toolbar")
ans = none
