Follow-up Comment #14, bug #55855 (project octave):

Now I see your point. Since the settings file does not yet exist at the new
location, I see no (obvious) reason against copying a valid ini file to that
location. However, I agree that we should avoid any risk and will implement
the proposed loop for rewriting of all keys from the old location.
