Details:

Most likely (but not verified) from the recent update of readline to v8.0,
running clc in both the GUI and cmdline doesn't not clear the screen but
instead just displays ←[2Joctave:2>

Looking at the change set, there was a patch that was implementing different
behavior for delete when in windows.
