Follow-up Comment #27:

I implemented a complicated scheme to compare the list of published packages
to the list of all packages ever published with their version numbers.  See
https://hg.savannah.gnu.org/hgweb/octave/rev/222f5ac853c8.  I think this will
do for now (30X speedup to 1.8 seconds on my computer) until something better
comes along to replace the pkg command.
