Octave on Android, very nice. The website says, it is under the hood some
Debian. Thus if "libopenblas-dev" is installed, the dependency providing
"libopenblas.so.0" should also be installed:
https://packages.debian.org/jessie/amd64/libopenblas-base/filelist
Can you check if there is "libopenblas.so.0" and what are the current
permissions?

Maybe compare this with your other working device.
