(https://hg.savannah.gnu.org/hgweb/octave/rev/cc7ab4ce0194).  Only small
change was to order the variables with flags before variables so CPPFLAGS,
LDFLAGS, LIBS.  Just a small point which is in keeping with the rest of
configure.ac.
