Follow-up Comment #1:
Octave's documentation browser depends on the Qt sqlite plugin, which is
included in the Windows distribution. The file name is
C:\Octave\Octave-5.2.0\mingw64\qt5\plugins\sqldrivers\qsqlite.dll (or wherever
you installed Octave on your system). Check that that file exists, hasn't been
deleted or quarantined by your virus scanner software, and that you are
starting Octave using the launcher or the "octave.vbs" script.
