Follow-up Comment #17, bug #57658 (project octave):
In my opinion, it would be better to do nothing, and tell users to restart
Octave after installing a package if this happens.
But if you think it's important to inject something into the CXXFLAGS, please
get the user value, if any, with getenv, and add the -fdiagnostics-color at
the beginning or end.
