Follow-up Comment #17, bug #57439 (project octave):

I ran (sciviews) benchmarks and I see a drastic increase in 
Toeplitz matrix creation (loops) (2.8 sec --> 7.9 sec) since
hg_id 8ac3222bf951 (2019-11-28).
