Follow-up Comment #11, bug #53124 (project octave):

FWIW, I always install Octave in C:\Programs\Octave\Octave-<version-date>. No
issues there with installed packages either. I usually adapt
makeinst_script.sh.* to this end (and adapt the Start Menu shortcuts in there
as well).
C:\Programs is where I have several other SW installed that doesn't always
like spaces (usually SW ported from *nix).
