Follow-up Comment #20, bug #53124 (project octave):

I can confirm that configure succeeds if I add "read" and "change" permission
for the group "users" to %OCTAVE_INSTALL%\tmp.

Setting %TMPDIR% and %TEMP% to D:\Temp still leads to the error in comment #16
here.
