Follow-up Comment #3, bug #58009 (project octave):

is this maybe related to the issue of octave only recognizing changes to
files/functions in the loadpath if the Modified date has changed, which has
been seen to be temperamental on Windows systems, on network drives, and on
non-standard file systems?  (I have problems when working on files in the
"Offline Files" store in Windows 10.)  see bug #31080
