Follow-up Comment #1, bug #58225 (project octave):
What is the behavior on Linux in this situation? I.e. if a package is already
installed globally, and a user tries to update or re-install it without root
permission (locally), does it fail or succeed installing?
We probably would like to achieve the same on Windows...
