Follow-up Comment #49, bug #57635 (project octave):

Using fedora 31 with current updates (qt 5.13.2-2.fc31.x86_64)
I still get unresponsive windows outside of Octave.
This is particularly noticeable when using gedit or just in
an xterm. The window freezes and then after some mouse
movement or clicking it wakes up again. This has been
happening for a few weeks. This suggests that the problem
is not entirely due to Octave.
