Follow-up Comment #7, bug #58225 (project octave):
@JohnD: I tried to replicate the issue but it seems to work correctly for me:
The package installs locally shadowing the globally installed package.
The code never reaches install at line 211 if Octave runs without elevated
privileges for me.
I used this command for the test with an installation that includes the
packages bundled with MXE Octave:
pkg -forge install windows
What does "__is_elevated_process__" return for you? It's false for me.
Which Windows version did you try with? I'm on Windows 10 1910 64bit.
