bug.
AFAICT, the default value of global_install was unconditionally true on
Windows before
http://hg.savannah.gnu.org/hgweb/octave/rev/baf16e6f498b on default
and http://hg.savannah.gnu.org/hgweb/octave/rev/ec77c790fce2 on stable.
I don't see how it could get be set to false unless "pkg" was called with
"-local".
It would be interesting to revisit the other bug to see what happened there.
