[Octave-bug-tracker] [bug #58296] Improve description of warning state

Follow-up Comment #8, bug #58296 (project octave):

I see two things that I think are worth fixing here:

1) The documentation for warning().  It is a complicated function and it needs
more explanation.

2) "warning on" should be equivalent to Matlab and equivalent to Octave's
"warning on all"
