Follow-up Comment #4:

I also think that issuing a warning and alarming users if FLTK isn't
configured is unnecessary.  I checked in a change on stable to do that here
https://hg.savannah.gnu.org/hgweb/octave/rev/a36309586b0c.

The larger project probably deserves it's own bug report, but I'll let someone
else close this report.
