Follow-up Comment #7, bug #58320 (project octave):
I believe that if you are a user that has admin priviledges, it will show the
prompt etc and then in the installer allow to select between local and admin
If your user doesnt have admin priviledges, it wont prompt and only allow
local install.
I can change the menus to also be (Local)
