Closing this since it is not a bug in Octave, but in the Ubuntu build of
OpenBLAS.
Please refer to the following bugs that have already been reported to the
Ubuntu package maintainers:

As a workaround, you can uninstall the libopenblas0-pthread package or use
update-alternatives to select a different default BLAS library.
