Follow-up Comment #19, bug #58320 (project octave):

So more reading up and I dont think its possible to get around the elevation
issue from the apps and features window.

Running from the uninstall icon and directly works as should using the control
panel uninstall (the old way of uninstalling)

I updated the patch to detect whther its running admin mode and cant  find the
install info to suggest rerunning directly.

I also added the (Local) to the uninstall information.
