Follow-up Comment #26:
The attached patch "4_meson_v2.patch" contains a change that removes any
single quotes from the MXE_CC (and others) variables when writing to the
toolchain file. I believe that is good enough for now.
"5_mesa_20_v2.patch" no longer installs the opengl32.dll.a static library.
I'll try building again with these patches from a clean tree.
