Okay. With your config switches and your patches, on my Windows 7 Octave-gui
runs nicely. I started stream* demos. However the reason why i am asking for
is that Octave comes up with the message "i686-w64-mingw32". but presume the
execeutable seems to be 32 indeed:

file octave-7.0.0.exe
octave-7.0.0.exe: PE32 executable (console) Intel 80386, for MS Windows

whereas yesterday i had:

By the way - on Windows i don't have installed the java environment. But that
does not sound to me like it is the root cause in your case ...
