Follow-up Comment #9, bug #58704 (project octave):

EMF, as I wrote in comment #4 is never going to be an easy format for Octave
to support because it is a Windows-native format and Octave is based on
UNIX-native tools and formats like Postscript and PDF.

SVG is probably the best intermediate format.  You can convert multiple SVG
files to EMF on the command line with


libreoffice --convert-to emf *.svg
