Follow-up Comment #3, bug #59081 (project octave):

For image, even explicity setting the env variable seems to be ignored for
some reason: 

in image-2.12.0/src:

OCTAVE=fail MKOCTFILE=error ./configure

checking for octave... /usr/local/bin/octave
checking for mkoctfile... /usr/local/bin/mkoctfile
